Very interesting indeed. The "Bouncing around targets is partially scripted" theory would explain much.

This is what most mobs in RoK do, which is why people get upset... combined with the randomness of double attacks...

Scripts are dropping hate positions... Positions trump all.

In this guys case, he's got a "thing" for tanks which causes the curse. This week they changed the mob... Most raids just droped all fighters from the raid. This used to be the way to kill him. But... the change is No Fighters in raid = insta-curse. So tanks have to do something in the fight... except taunt and try and hold aggro.... This is where the pally spell Holy Ground can come into play. It can increase hate positions by 24.....
